Because water takes longer to cool off and to heat up then land so areas near large masses of water are kept at a higher or lower temperature because the water "loans" its temperature to the land. <span />

Land that is near the ocean changes temperature less rapidly than land because, the ocean consumes above half of the cosmic radiation, it consumes and discharges radiation more gently than land. The temperature in the air varies quieter than further inland does. It is difficult to boil and chill down water, as water consumes heat later as compared to land.
