A scientific law is something we can use to make a specific, concrete prediction. For example, the law of gravitation states tha

t masses will attract each other, and you will find that this is always the case. However, it can also be used to make concrete statements about the properties of an object in the right conditions. The gravitational force can be defined as the force that attracts two objects that have mass and radius.

Two objects having masses are attracted towards each other and it never pushes them apart. The whole universe is attracting the objects with masses and this is the reason that the objects do not fall and stays in the universe.

The law of gravitation does not applies to the objects that no mass or negligible mass.
