Thats a whole number? It can't be rounded to the tenth percent if it doesn't even have a decimal point

But if you mean as a number and not a percent, it would be 9.9

V = (pi(r)^2)h
0.0154 = (pi(r)^2)(1)

Surface Area of Circles on Bottom:
A = pi(r)^2
A = pi(0.07)^2
A = 0.0154
0.0154*2 = 0.0308m^2

Surface Area of Walls:
This will be the circumference of the circle times the height, since the walls are just like a big rectangle.
