I believe new, complex, and unrecognized situations call for nonprogrammed decisions. Programmed decision is a routine or repetitive decision that can be handled by establishing business rules or procedures. These types of decisions are often called for at certain points in a standard process, and are based on recognized and easily identifiable factors unlike the unprogrammed decisions.
