Stephen Douglas was a parliamentarian from Illinois, who stood for The Presidential elections against Abraham Lincoln but was defeated. He vested the power in the people`s  hands  to decide on allowing or not allowing slavery in their territory, this is known as his theory of popular sovereignty.

However, due to the outbreak of  civil war in 1861, the failure of the theory of popular sovereignty was evident.
