B is the y intercept. It is where the point is on the y axis when x is 0(zero). Does that answer your question?

(0, -1) is the answer.  When you go 2 units up and 1 unit to the left from (1, -3), you will end up at the coordinates  (0, -1).

with :
4/5x + 4/3 = 2x

20/18 = x
10/9 = x

without :
4/5x + 4/3 = 2x....multiply by common denominator of 15
12x + 20 = 30x
20 = 30x - 12x
20 = 18x
20/18 = x
