For better understanding, lets explain the terms

  • Electrical potential energy is positive  and negative. If positive , it mean that the two charges are of the same type, that is, it is either positive or it is negative when the two charges are of opposite types

  • A Positive potential energy means that work is done on a positive test charge so as to move it from one place to another, this result in the potential energy increases and also the electric potential increases
