Rural-to-urban migration was primarily motivated by work; Factories opened up in the urbanized areas, and mechanized farming caused more crops, thus prices dropped, thus less farmers could sustain their livelihoods. This caused a massive flux from people moving to urban areas from rural ones looking for work.
This form of government works similarly to a company or corporation that is listed on the stock exchange.

Commission System
In this system of government people choose by vote different persons (commissioners) to work in a specific group or board of government.
Each one of these elected persons assumes a responsibility according to the needs.
A commissioner can be appointed as <em>"president"</em> or <em>"mayor"</em> and his role is to lead the meetings.
This group or commission has legislative and executive functions.
An economy that is based on mining or producing raw materials to be used in foreign industries is called "an export economy," sine this is usually more so the case for smaller countries that need to raise their GDP.
