The modest dreams of the Russian liberals were the closest to the realization in 1881, when Alexander II, frightened by the terror of “Narodnaya Volya,” agreed to implement the project of the then Minister of the Interior M.T. However, Alexander II was killed by terrorists, and his son and successor Alexander III, immediately after coming to power in April 1881, issued a manifesto in which he declared that he would strengthen the autocratic power in every way and protect it “from any creeps on it.” Then a long retrograde steps period came.
