The formula for tangent is,

tan \theta=\frac{Opposite side}{Adjacent side}

In the given triangle ABC, BC is the opposite side and AC is the adjacent side. So,

tan A=\frac{BC}{AC}

tan A=\frac{7}{24}

So, C is the correct choice.
