One definition of osmosis is that it is the movement water molecules from a region of higher water potential to a region of lower  water potential through a partially permeable membrane. Water potential can be though of as the ability of molecules to move freely. They move more freely in 3 % sucrose solution because there are fewer solute particles. So water will diffuse from the 3 % sucrose solution to the 7 % sucrose solution until the two solutions are isotonic.
