If a bill has been passed in both the house and the senate, it is then sent to the president for signature. The president have the  veto power, he can veto  the bill if he considers it to be unwise, If the congress is in session then the bill automatically becomes the law after ten days. If the president takes no action then pocket veto occurs and if the congress has adjourned its session then the bill dies without becoming a law. If the president signs the bill, then it becomes a law.

It exposed the fact that the Articles of Confederation did not have much military power. Shay's Rebellion would not have been as terrible if the Articles simply summoned an army to stop it, but they did not because of their lack of authority. Instead, local militias had to step in and stop the rebellion. This would lead to the US Constitution being allowed to summon the military in the situation of combat.
