   2 x + 3y = - 19   *  ( -3 )

         ↓

  6 x - 4 y = 60
- 6x  - 9  y = 57
______________
         -13 y = 117
 
               y = 117 / - 13
  
              y = - 9

For x :

3 x - 2y = 30

3 x - 2 ( -9) = 30

3 x  + 18 = 30

3 x = 30 - 18

3 x = 12

x = 12 / 3

x = 4

x = 4 and y = -9
