If 1 apple cost = b cents

Then 8 apples will cost = 8b cents

If 1 banana cost =  b cents

Then 4 bananas will cost = 4b cents

Total cost of 8 apple and 4 bananas = (8b+4b) cents

Selena has 2 cents less.

Amount Selena has = (8b+4b-2) cents

The expression can be simplified by adding the like terms.
