Well, the ratio would 54in:5ft
But we can reduce that down, if it's okay to let the ratio include decimals.
54 ÷ 5 = 10.8
5 ÷ 5 = 1
Then the ratio would be 10.8in:1ft
If you don't want decimals, then the ratio is 54in:5ft

So 54 to 60.
In ratios a to b is a:b

so 54 to 60 is 54:60

and we can simplify that and we get

54:60
27:30
9:10

So the ratio of 54 in to 5 ft is 9 inches to 10 inches. :)
