If Jeremy's base was 8 units and in the shape of a square, then there had to be eight cubes in eight rows as his base to make it a square.

If Sarah's was for cubes, then her's would be four cubes on each side of the square, making four rows and four columns.

Jeremy's base would be 64 cubes in volume (64 cubes big) because his eight by eight base equals sixty-four. (8×8=64)

In the same way, Sarah's base would be only 16 cubes because her square was 4×4 which equals 16.

If Jeremy was making his tower eight cubes wide each time he built another layer, he would be cubes 64 cubes each time and run out of his cubes after only making his tower less than four cubes high.

Sarah's tower would be much taller because with her only using 16 cubes every time she builds another cube high, her 128 cubes would run out after she had already made it 8 cubes high, which is taller than Jeremy's.
