The system that offered Georgia settlers 200 acres of free land, with an additional 50 acres per family member or slave was the Headright System.

It was a system introduced as a way of solving the labor shortage in 1618.

It benefited especially wealthy people because they imported workers, that is slaves, and thus they received headrights for every slave they have brought.

By giving land to the landowning masters, slaves had little or what is worst, no chance at all to have their own land.

Locke also believed that government had a moral obligation to guarantee that individuals always retained sovereignty over their own rights, including ownership of property that resulted from their own labor.
