<span>During Jefferson’s time, the corporate charters were granted to the favorites of the state legislators. This implied monopoly rights to a business in a lot of cases. As time went on, this changed. In Jackson’s time the court decided that corporate charters should be available to all that chose to risk starting a business.</span>
