The Supreme Court had declared segregation to be Constitutional in 1896. The ruling has establish the “ separate but equal” doctrine. Laws that segregated African Americans are permitted as long as equal facilities were provided for them , this facilities was poor them the whites facilities , so the African Americans decide fight for equal rights
