In 1787 delegates met to revise the Articles of Confederation, in the process the meeting became the Constitutional Convention where the writing of the American Constitution took place.
Slaves would do all the work for people. They'd take care of everything so I'm not saying A is right, but that is the answer I would go with. Unless I knew other wise.
