Environmentally conscious decisions are typically more expensive. 

To produce products cheaply, businesses will use cheap sources of power and choose ease over what is best for the environment. Oil for example is cheaper than wind or solar power but the latter is better for the environment.

Answer: Access to water is necessary for business growth and agriculture, however drilling fro and natural gas is necessary for energy security. This makes it so regulations are too costly to the industry.
