Let's remember that the scale factor  is the ratio that exists between the measurements of a map with the originals ,the scale factor is dimensionless,the scale is the relationship between the real dimensions and those of the drawing that represents reality on a plane or a map.

scale factor=\frac{length\ on\ the\ reality}{length\ on\ the\ draw}

the scale factor of 5 mm : 1 cm  means that, if we measure 5 mm in the map , it is 1 cm on the reality

as it has no dimensions we must have the same units to be canceled

Step 1

covert  5 mm into cm

1 cm= 10 mm

x cm = 5mm

x=(5mm*1cm)/10mm

x=0.5 cm

so, 5mm = 0.5 cm

Let

Length on the reality=5 mm =0.5 cm

Length on the drawing =1 cm

replacing

scale factor=\frac{length\ on\ the\ reality}{length\ on\ the\ drawing}\\scale factor=\frac{1 cm}{0.5 cm} \\scale factor=2\\\\

the scale factor is 2
