It is also the center of the circumcircle, the circle that passes through all three vertices of the triangle. now when you multiply a number  by a value that's lesser than 1, that number decreases, for example 2 and then we multiply it by something like 1/4, so 2 * 1/4 = 1/2, well, clearly 1/2 is smaller than 2, so 1/2 is a decreased value of 2.
