In informal the president can initiate and enact a legislative agenda, he can send out troops without declaring war.

2.) Actions Proposed to achieve the principles. This is the Policy part of any Administration - how they envisage the attainment of the Principles.

3.) Means to enact the proposed actions. This should be realistic and acceptable to the majority of the citizens for whom the Policy is supposed to protect.
