Well I don't know.  Let's see . . .

The square of  1.3  is  1.69 .
The square of  1.4  is  1.96 .

' 2 ' is not between  1.69  and  1.96 , so the square root of  2
is not between  1.3  and  1.4 .

(The square root of  2  is  1.414.... .  That's a little bit past  1.4  .)
