A student's profile is a document (or a combination of documents). That helps create a picture of the socio-economical situation of the student, plus other considerations like his academic performance history, and other important parts of a persons upbringing. It is used by nonfederal organizations and institutions, to evaluate if a candidate is reliable and desirable to receive student funds.
