Rome was the first to have a government style called a Republic that is not quite Democracy but was very similar and gave the basis for many of the government styles we have today such as the United States government. Most modern countries are democratic republics such as the United States. There was an era in Roman time that is the first example of the Republic style of government we know as normal today.
