Alice Fisher was the Deputy Assistant Attorney General in the Criminal Justice department in the United States gave a speech in 2002 to commend the Congress in establishing the USA Patriot Act in a bid to fight terrorism and crimes in the country.

According to Alice Fisher,  the Act has brought about new developments that effectively worked in bringing Criminals and Terrorists to book. The nation was in a state of chaos as many American citizens lost their lives, however, this Act introduced new developments to fight crimes and terrorism and also protect the lives and properties of its citizens. It also introduced a new method for effective Criminal investigation. The USA Patriot Act was passed in 2001 and it has since then served its purpose.  

The Act has allowed Law Enforcement Agencies to combine different ideas and intelligence in criminal investigation to effectively combat terrorism. The Act has also strengthened the Foreign Intelligence Surveillance Act. The Act also brought about new technological developments to help investigators carry out their duties without any obstacle.
