As the mass and gravitational constant are constant and the height is not zero, the cup has potential NRG

$E_{K}= \frac{mv^2}{2}$
            v= 0
$E_{K}= \frac{m0^2}{2} = 0$ 


If we look at the formula for kinetic energy,the NRG is zero as v = 0
