The 10th amendment states that any power not given specifically to the federal government is then reserved for the states. In this scenario, public education is not a power given specifically to the federal government. So this means that each state individually gets to decide how to structure their schools, what standards/curriculum they adopt, and the course load that students in the K-12 grades will complete.
It is important for supreme court having it's own independent building to separate them from the influence of Executive and legislative branches.
By separating them, Justices will be kept away from lobbyist who influence their judgement.
