It brought upon social stratification because certain jobs enabled receiving more food which in turn gave these people the upper hand as they were able to decide who will have enough food to survive. Another thing was blacksmithing and smithing swords only for themselves which gave them a weapon that other people didn't have.
Depending on the time period, America had a difficult time remaining neutral for several reasons.
World War I
America had a difficult time remaining neutral during World War I because of Germany's actions. For example, the German submarine sank the Lusitania, a boat that contained over 100 American citizens. Along with this, the Germans were also caught trying to make a secret alliance with Mexico. This was exposed when the Allied powers intercepted the Zimmerman Telegram. Considering these factors, the government felt the US had no choice but to break their neutrality and enter World War I.
World War II
The US had a difficult time maintaining neutral in World War II due to the violence and rise of dictators like Hitler. Along with this, the US was also attacked by the Japanese military. The Japanese military bombed Pearl Harbor on December 7, 1941. This attack on a military base prompted the US to break their policy of neutrality in order to enter World War II.
The main purpose of the United Nations inspectors in Iraq before the Gulf War was to look for weapons of mass destruction, which Iraq was thought to have hidden. Also, Iraq had a history of using chemical weapons even against its own people, for these reasons, the United Nations Imposed as a condition to end hostilities in the region, that the country disclosed all the weapons of mass destruction it had in its arsenal.
Resolution 687 was passed by the Security Council which demanded the removal and destruction of Chemical, Biological and Nuclear arms. Even though at first Iraq agreed to cooperate with the inspectors, later they became more evasive and tried to deceive the United Nations´ inspectors.
In terms, the United Nations had no other option but to authorized the use of force against Iraq to make them comply.
