The focus of the 1907 Gentlemen’s Agreement was to make it easier for Chinese  and Japanese immigrants to find work in western cities. ‘Gentlemen’s Agreement’ among the leaders was very helpful as it ended the guerilla war and leaders became at peace with each other. Another is freeing the Black slaves and giving them the rights to suffrage, make their own conventions, etc, basically, ‘civil rights’. This gave an atmosphere of freedom and equality among White and Black American people. And equality means, as well as the other races such as China and Japan.
