That would a personification. (Giving an object, person like qualities)  Bows cannot whisper and will never be able to.

Another example would be: That chocolate cake spoke to me, it said, "Eat me Amy."  Cake cannot speak, it's merely food. Hope this helps!

When you view a country to visit you look for things in that country that excite you. You look for things that you would have fun doing and seeing. When you’re viewing a country as a place to live then you have to actually look at everything. You have to see if it’s really the right place for you. You have to know the country somewhat, unlike if you were just touring the country. You have to ask yourself if you could really live in that country.
