I base my answer on what I have studied when it comes to religion.

In the Jewish faith there are 613 commandments in the Torah that have been  written and they must live by. For example: the 10 commandments are part of the Jewish laws of how one should live their lives.

Christian Faith also have laws. Ten Commandments and then what Jesus taught in the New Testament. Some of the early Christian rulers ruled their land based Biblical teachings or their interpretation of the Bible.

Yes religion does also answer the questions about life and death and how to escape the underworld of pain but I believe the whole idea of right and wrong comes from religious teachings which then manifested themselves into laws and how to maintain order in civilizations, which then became a larger group of people sharing the same language and ideology, which then formed nations and then eventually lead to them settling in certain areas, and countries were birthed.
