You got to remember
\frac{x^m}{x^n}=x^{m+n}

first write them in scienfitic notation
0.00053=5.3*10^{-4}
29=2.9*10^1


so
\frac{0.00053}{29}=
\frac{(5.3)(10^{-4})}{(2.9)(10^1)}=
(\frac{5.3}{2.9})(\frac{10^{-4}}{10^1}=
(1.8275862068965517241379310344828)(10^{-4-1})=
(1.8275862068965517241379310344828)(10^{-5})=
1.8275862068965517241379310344828*10^{-5}
