Gabriel’s view on environmental cleanup could be most likely that since business have environmental costs' no matter what, business in the first place should pay for it, and this would cause a higher cost on consumers.

That view is the idea that the responsibility for the environmental cleanup should be by business and consumers, and Environmental Costs should be fixed cost like rent or insurance.
