if you want to shift

and you can achieve this by subtracting $10$, but with the dependent variable. i.e. $y=2(x-10)$ , you can verify by substituting $(10,0)$
so in general, if you want to shift a function right, you subtract the number from it.
so , $f(x)=2(x-10)+3=2x-20+3=2x-17$
thus, $k=17$
