The issue that arose under Hoover, but that continued on up until 1932 and helped Roosevelt into the White House, was a high unemployment rate, or rather the combination of this and the great depression. The people voting at the time felt that Roosevelt would be able to do more about the Depression than Hoover, and elected him in the hopes that this would be the beginning of a new more prosperous dawn for the United States.
