3x-2=13

=> 
3x-2+2=13+2

=> 
3x+0=15

=> 
3x=15

=> 
\frac{3}{3}x= \frac{15}{3}

=> 
x =  \frac{5}{1} or 5

or, (do side changing)

3x-2=13

=> 3x=13+2

=> 3x=15

=> x= \frac{15}{3}

=> x= \frac{5}{1} or 5
