If the question is how much Cody will jog to save ratio 4miles:3 miles
The ratio is \frac{3}{4}
We can just multiply 1 miles by ratio to see how much Cody will jog, so
1* \frac{3}{4} =\frac{3}{4} miles 
The result is \frac{3}{4} miles

Use them to compute the slope:
m = (1 - 10) / (9 - 1)
= -9/8

Then set up the "point-slope form":
y - y0 = m * (x - x0)

y0 = 10

Now finish plugging into the equation:
y - 10 = -9/8 * (x - 1)
