Sin esta posibilidad de participación igualitaria -que no discrimine personas por su raza, etnia, color de piel o posición social- no podrá existir un ideal democrático y participativo que garantice una elección en la que todos los miembros de la sociedad participen para elegir libremente el destino de su país.
