y=a(x-h)^2+k
(h,k) - the coordinates of the vertex

y-13=2(x+4)^2 \\
y=2(x+4)^2+13 \\
y=2(x-(-4))^2+13 \\ \\
h=-4 \\ k=13

The coordinates of the vertex are (-4,13).

Hence \frac{8x+517}{100} = \frac{817}{100}
