Prob( red die shows > 3) = 1/2

Prob ( green dye shows < 3) = 1/3

Required probability = P( red> 3) * P(green not < 3) + P(red not > 3) * P(green <3)

= 1/3*2/3 + 1/2*1/3

= 7/18

Note i have excluded the possibillty that red > 3 AND green < 3.
