Lev Vygotsky.
The work of <em>Lev Vygotsky </em>has become the foundation of what has become Social Development Theory. His theories emphasize the fundamental role of social interaction in the development of cognition, as he believed that community plays a central role in the process of "making meaning". In other words, social learning tends to precede development.
Not gonna answer fully as if I were answering the question, but here are some ideas that might help.
1. I think it can do a bit of both. I’d like to say it does more good but I can see how it could create tension still.
2. For this one change needs to be talked about. This is probably a bad comparison but would the fridge ever get cleaned if you never told the person with that job to do so?

I believe the answer is: the nonmaterial component of Korean culture.
Non material component of a culture refers to component of the culture that we could not physically touch. This could include things such as gestures, language, values,folkways, norms and mores. In the example above not covering bodies with towel is influenced by norms rather than the towel.
