This is because women's traditional clothing would comprise of longer skirts which are emphasized by petticoats. Because of this clothing, women find it hard to ride a bike on several occasion. And so, they created this type of clothing that will help them ride bikes safely without the skirts getting in between the wheels

Because the protagonist is in the gulag and his friend has found a map to escape and chooses to go with his friend, this is stated “I’m willing,” I said, opening my eyes. “Only I’ve got to feed myself up first.”. the outcome from the conflict is them trying to escape due to the poor conditions.
