The answer to this question is the Demographic transition theory. The Demographic transition theory is a theory being developed by Warren Thompson. The theory of demographic transition is the transition of the high birth rate and death rate into a lower death and birth rate of the country or region. This theory has four stages, where in the first stage it states that both the birth and death rate of people are balanced. In the second stage of demographic theory the dropping of death rate is happening quickly. The falling of birth rate because of factors of fertility, urbanization, and other factors happens during the third stage of the theory. While in the fourth stage, both birth and death rate are low.

Explanation: The USDA(United States Department of Agriculture) organic certification is the certification process for producers of organic food and other agricultural products. The USDA regulates all organic agricultural products certified to their standards and verifies that farms or handling facilities comply with the organic regulations. This allows producers to label, present their products and sell them as organic.

The cost of certification itself is little(between $200-$1500) depending on the size of the farm but the required recordkeeping can be unmanageable for a small-scale farm. Although farmers are only inspected by the USDA once a year, but they are required to keep daily records of everything, from how often they irrigate to total hours spent weeding. Farmers with diverse crops find it extremely difficult to keep up and most small farms just don't think it's worth the trouble.

The small-scale farmers are finding alternative methods to assure their clientele that their products are pristine.

The test applied at those time was Binet scale, which differed greatly from The Wechsler–Bellevue Intelligence Scale, released in 1939. Wechsler opposed to the Binet scale items by saying they were not valid for adult test-takers because the items were chosen specifically for use with children. Furthermore, Wechsler said that it was not valid because: “Binet scale's emphasis on speed, with timed tasks scattered throughout the scale, tended to unduly handicap older adults." And he believes that a test should focus on the global capacity of a person to act purposefully, to think rationally, and to deal effectively with his environment. So that Wechsler believed that "mental age norms clearly did not apply to adults.
