  It created the Central Intelligence Agency (CIA), the  National Security Council, and the National Military Establishment (NME).

Explanation:

  The Act was a major restructuring of the U.S. military and intelligence agencies following World War II.

  The Act took effect in September of 1947, one day after the Senate confirmed the first Secretary of Defense. It merged the Department of War and the Department of the Navy into the NME, headed by the James Forrestal. Besides the military reorganization, it established the CIA and the National Security Council. The CIA was the first peacetime non-military intelligence agency.
