Pop culture is the right answer. This term refers to the taste of most of the population, specifically young people, and it is accessible to the masses communicated by the mass media. This ALS ice bucket challenge is a good example of that because it was spread by the social medias which is used mostly by young people and it get its popularity because of them.

The electoral college ensures largely populated areas do not run over the lesser populated areas. However, with needing an absolute majority, it is difficult to have more than 2 parties running for presidency. This limits the representation people are able to have through their party.
