To find the answer to this problem and many more like it you first turn the mixed number into a fraction by multiplying the whole number (9) by the denominator (4),  the add the numerator (3) ,(9*4)+3=39, then put it over the denominator (4).
Next you have 39/4, so then you divide the numerator (39) by the denominator (4) and you should get 9.75. finally you multiply 9.75 by 100 then put a percent sign behind it to get your percent.
