-The Democrats returned to power in 1993, with Bill Clinton's victory in the presidential election, 12 years after the departure of Jimmy Carter. In his first two years in office, Clinton ruled as a typical Democrat of the second half of the twentieth century; causing the State to intervene in the economy and spend a lot. He wanted to solve the problems by spending more and without reducing the bureaucracy; and even wanted to push for a health reform (designed by his wife Hillary) that greatly increased the role of the state in the health system (to the point that some critics talked about proposing to "socialize" health) which also implied a considerable increase in government spending.

The result of these measures was that the economy not only did not improve, but worsened. That is why the Republican Party won the mid-term legislative elections (1994) and, for the first time in several decades, the Republicans became the majority in Congress.
