He wanted to solve the problems by spending more and without reducing the bureaucracy; and even wanted to push for a health reform (designed by his wife Hillary) that greatly increased the role of the state in the health system (to the point that some critics talked about proposing to "socialize" health) which also implied a considerable increase in government spending.

The result of these measures was that the economy not only did not improve, but worsened. That is why the Republican Party won the mid-term legislative elections (1994) and, for the first time in several decades, the Republicans became the majority in Congress.
